F. Nolan Ball is an apostle to the Body of Christ. In July 1969, he and Shirley, his wife, came to the church now known as The Rock of Panama City. Up to this present time, the church continues to grow and extend its ministry–locally and internationally. The ministry is overseen by Apostle Ball, working with a Presbytery of Elders representing the five-fold ministry. In addition to these responsibilities, Apostle Ball relates to and oversees the establishing of other men and churches. He is the author of three books: ”God’s Plan for Financing the Ministry” (available in English, Russian, and Spanish), “Quotes from a Modern Day Apostle,” and "The Kingdom: What Will it Look Like and How Will it Come to Be?" - all available in The Rock Online Bookstore (Media & Resources).

Dr. Steve serves The Rock of Panama City as Executive Pastor, working alongside Apostle Ball to help implement the vision of this ministry.
Steve was born and raised in Sedalia, Missouri. After high school he was drafted by the Pittsburgh Pirates and played in their minor league system for four years. In 1978, Steve graduated from Florida State University with a B.S. degree in Audiology and Speech Pathology. In 1985 he received his D.D.S. degree from the University of Missouri-Kansas City School of Dentistry. After several years in private practice, Dr. Steve took a position with the Florida State Department of Corrections, serving as Regional Dental Director for 23 years. In 2013, he retired from the State and now works for Smallwood Prison Dental Services.
Steve and his wife, Cheryl are both active members of The Rock Choir, and Steve plays the french horn in The Rock Band.
Steve and Cheryl are the parents of one daughter, Elizabeth (married to Chris Sturdivant) and the happy grandparents of two beautiful granddaughters, Isabella and Carolina.
Pastor Jeff is a gifted musician, songwriter and arranger. He directs the adult choir and children's choir and oversees the orchestra and band classes. He also is the manager of The Rock Bookstore.
Jeff is actively involved in the local music scene, playing trumpet with an oldies band and a big band. In his spare time he competes in endurance events from 5Ks to triathlons. He has completed two Gulf Coast Triathlon Half-Ironman competitions. He is a 1984 graduate of Florida State University, with a Bachelor's Degree in Music Education.
Jeff and his wife, Linda, have two children, Amy and Andrew.
The desire to preach has been an innate force within Benjamin from birth. His passion and fervor for Yahweh, his exuberant worship and his kind heart are obvious indicators of the calling on his life. Simply said, to know Benjamin is to love him!
Ben became a part of The Rock Staff in August of 2015, to be trained in the ministry by his grandfather, Apostle Nolan Ball. He has the joy of pastoring the youth of The Rock, Young Kingdom.
In the dictionary, "pastoral care" is defined as: "a term applied where someone offers help and caring to others in their church or wider community. Pastoral care can be listening, supporting, encouraging and befriending.”
That definitely describes what Donna Nicholson loves to do! She is the perfect person to be entrusted with The Rock's ministry of pastoral care. Whether it's one on one or in a group, Donna's love for others is obvious!
Donna is the first-born child of Apostle Nolan and Shirley Ball. She has a son, Benjamin and a daughter, Caroline who is married to Kent Keirsey. Added to her joy...the blessing of a grandson, Kent Nolan and a granddaughter, Georgia Reed!
Debra began her work here in 1987 as The Rock School secretary. Then, in 1998, after receiving extensive training from retiring financial secretary, Pastor Charles Giersberg, she assumed the responsibilities of that position. She also oversees our nurseries and coordinates catering and decorations for The Rock’s social events.
Debra has three married daughters and five grandchildren.
Jo has served as personal assistant to Apostle Ball since December 1978. She is responsible for a variety of administrative processes as well as coordinating communications and strategies. Jo is a musician and songwriter, and an amateur graphic designer. She recently began writing a blog, which can be found at www.thegirljo.wordpress.com
